As a part of the Educate the Vote candidate assessment, candidates for the Missouri legislature were asked to respond to the following questions on four key issues in Missouri higher education. Check below to see what your candidates think.
GO VOTE!
[tabgroup] [tab title=”University of Missouri Funding” ]Legislators are asked to pass a budget yearly. In difficult fiscal climates, legislators are often forced to make budget cuts, including cuts to higher education. Since FY 2001, state appropriations per full-time student have decreased by 35%. Budget shortfalls require students to pick up the tab, making obtaining a degree prohibitively expensive for many.
What is your position on fully funding the University of Missouri based on the appropriation request from the University of Missouri Budget Office?
[/tab]
[tab title=”Student Curator”]
Currently, The University of Missouri Board of Curators consists of 9 Curators and a non-voting Student Representative. In 2014, the state contributed 34% of the University’s budget, while the students were left to pay for 50%. Although students contribute a larger portion of the University’s budget than the state, the Student Representative does not have voting rights or a true voice in the decision making process.
What is your position on legislation that would make the Student Representative a voting member of the Board of Curators?
[/tab] [tab title=”Landlord-Tennant”]ASUM aims to promote respectful relationships between landlords and tenants, many of whom are University of Missouri students. ASUM works to decrease the amount of wrongfully withheld security deposits and provide students with options in landlord-tenant disputes. Currently, the Attorney General has the authority to mediate security deposit disputes under the Consumer Protection Division. ASUM encourages the Attorney General to allocate more resources to this Division. ASUM also supports legislation that requires landlords to place security deposits in an escrow account, protecting security deposits from being wrongfully withheld by landlords. Current state statute includes a landlord’s collected security deposits in their seized assets when filing bankruptcy. The Associated Students of the University of Missouri advocates for legislation that removes security deposits from a landlord’s assets in bankruptcy. ASUM’s landlord-tenant initiatives benefit not only students but all Missouri renters.
What is your position on legislation that would safeguard student and MO renters in landlord-tenant disputes?
[/tab] [tab title=”STEM”]Science, Technology, Engineering, and Mathematics (STEM) education is an important factor in our state’s economy as Missouri competes with the rest of the nation in producing graduates in STEM fields. STEM education requires special attention as 91% of STEM jobs in the U.S. will require at least some college education by 2018 and it is critical for Missouri to produce graduates in STEM fields to fill these jobs.
What is your position on the current investment for STEM education?
What legislation would you support to keep Missouri competitive nationally in STEM education?

I would have to see the numbers on how much MU currently gets in state funding and how that money is currently being spent. The first issue would be to insure that MU is not being wasteful or inefficient with its current funding, thus saving money for both students and taxpayers. It would also seem MU could do a better job of using its big business athletic programs to fund the scholastic side of the university instead of itself, also relieving some of the financial burden on both students and taxpayers.

“I want to more fully fund our schools, both public schools and higher education, to the extent possible. I have long ask the question of “”Why would a company come to Missouri and invest in our State if we ourselves are unwilling to invest in our schools to better provide trained graduates to fill the jobs those companies would create?”” If we better fund the schools and companies move here, then that creates jobs and further drives our economy so that we are better able to fund the schools.”

Education is the number one priority of my campaign. Elementary, secondary and higher education all need to be funded at a level more in line with the needs of the institutions. In recent years the majority of the state legislators have been more concerned with providing tax breaks for the few while increasing the cost of education to the many. Please don‰Ûªt misunderstand, I‰Ûªm not a proponent of higher taxes but there are several ways we can address the budgetary shortfalls the state legislature has created without repeatedly asking more from students and their families. Taxation that is fair, equitable and appropriate to all income levels and entities, personal and corporate, can provide the revenue necessary to fully fund all of our educational institutions. / / I will pledge to support the appropriation requests from the University of Missouri Budgetary Office as long as those requests are reasonable, responsible and justifiable in order to maintain and retain the faculty, staff and the physical buildings and grounds while provide a strategic plan for growth while avoiding excess and waste. /
Student Curator |
|
The students of the University of Missouri find themselves in a situation reminiscent of the American colonist in the early days of our country, ‰ÛÏTaxation without representation‰Û. / / For years I have supported the idea of a voting student member of the Board of Curators, and when elected I will continue to do so. / / There is a valid argument that the student member should not be allowed to vote on issues of a personnel or disciplinary nature do to the potential for retribution. I feel that the student member of the Board of Curators should be of a sufficient level of maturity that they would be expected to remove themselves from the situation. /

In light of the recent growth of off campus student housing in the Columbia area, the issues this question raises will continue to be more concerning. As well, the ongoing problem of unfair landlord/renter relations goes well beyond the scope of the ASUM‰Ûªs concern. Fair tenant treatment and the prosecution of predatory landlords are something that needs to be addressed across the state. As well, the promotion of responsible tenant behavior and the prosecution of destructive tenants must not be ignored. I‰Ûªm confident this issue can be addressed and a solution is within the scope of the Missouri Legislature‰Ûªs purview. / / I would welcome the opportunity to help find that solution. /
STEM |
|
The promotion of and funding for STEM education could prove to be the best possible investment in Missouri‰Ûªs economic growth for years to come. Producing an educated work force and nurturing of new businesses models will provide huge economic benefits. The state of Missouri needs to establish incentives for the students in the STEM track. We should consider low interest/forgivable student loans for those that focus on these fields. We could also attract businesses to the state that would employ these students/graduates by offering similar tax abatement/reduction incentives. Increased employment opportunities and expanded job availability directly translates to economic development and increased tax revenue for the state which increases funding for the future. |

Security deposits are for the purpose to safeguard property against damange. Escrow accounts are for the purpose to segregate these funds from landlords’ other funds. I am assuming that you are referring to Higher Education in general and not just the University of Missouri. I believe that it is important to fund higher education as an investment in our future. We also need to invest in business so that the graduates do not leave for other states and improve there economy instead of ours. I would love to be able to fully fund every budget item. These items would not be in the budget if they were not needed or wanted. The problem is there are not enough dollars to go fund everything. My degree was paid for out of my own pocket with no parental help. I also have 3 daughters who hold at least a BA or BS degree. I am very aware of the cost of education. It might be fair if all budget lines were cut by the same percentage. However, if I have to make a choice between housing a homeless family and reducing tuition, I have to get that family in out of the rain and snow. Sorry to say, those at the lower levels of Maslow’s hierarchy of needs have less options of helping themselves.

“Such competition requires the majority party in the Missouri legislature to fully fund the foundation formula for K-12 education, in order to prepare students for the rigorous academics of STEM-related college education. Education has not been a priority of the General Assembly for quite some time. There was a tax cut in the recent legislature that was unnecessary as it really only helped those who least need it, therefor it did not help students unless they are already extremely large wage earners . Taxes should not be cut when we won’t or can’t fully fund higher education. I would support fully funding education for the University of Missouri based on the appropriation request from your budget office.

Regardless of the percentage of the budget students pay they should have a vote. They are paying for the best education they can get and will be paying for it for a long time. I

I am in agreement with the Associated Students and would support legislation to protect security deposits and to speed the process of returning security deposits.

Your argument re percentage of funding is sound, and a properly qualified student representative should have voting status.

Landlord – tenant disputes with the landlord unfairly withholding deposits sounds to me like a similar thing happening with wage theft between fast food workers and eating estab owners. I agree with the ASUM position, that security deposits should be held in escrow.

University of Missouri Funding |
Fully funding the University of Missouri is a priority for me. However, during periods when we are experiencing budget shortfalls, difficult decisions have to be made and all areas need to be examined.
